SDTC Operators Role:

Skill Development Training Centre operators role would be around the following:

DSE will register the SDTC operators online and periodically opened per requirement.
A pool of SDTCs will be created by DSE for both domain specific and YUVA KAUSHAL PRASHIKSHAN PROGRAM (YKPP). In domain specific skill development, centre’s empanelled for certain skill sectors will be allotted to the respective departments.
Departments / schemes to allocate work to SDTCs from the allotted as per their need in consultation with DSE.
The centers registered under any centrally sponsored programme shall also be required to register themselves with DSE for running any training program even under other Sponsored Program.

THE STRATEGY:

The strategy is to address the following four major challenges in the skill development ecosystem:
Capacity: Increase in training capacity
Expansion of Skill Development Training Centre (SDTC) in each blocks for imparting training.
A strong group of certified trainers will be developed through this skill training.
Access: Increase in access
o SDTC at each Block would mean getting training centre to the doorstep of the youth which full fills our Door Step Educator motto.
o State wise social campaign would help increase the awareness in imparting skill development training.
Relevance: High relevance
o Package of Life skills, Communications Skills (English & Hindi) and Basic computer literacy will increase the employability chances.
o It will help in smooth shift from homes to places with high employment potential
o Increase retention at workplace.
Perception: The following would improve the perception
o Qualified, experienced and certified trainers, helps in boost up self confidence.
o Use of high quality content and E-Learning mode.

PROJECT STAGES:

The entire Project is divided into stages and will be implemented accordingly as follows:
Registration of the SDTC: This stage involves registration of the interested centers in Training/Skill Development or Private Computer Training Institutes or Individual IT entrepreneurs, Schools  for the training and empowerment programs of “Door Step Educator”.
Registration Fee Structure

Applicant Organization (AO) has to submit following fees by online mode to DSE while applying for Center Registration:

At the time of filing the initial application, the AO has to pay a centre Non Refundable registration fee of INR 2000 per centre and processing fee of INR 500 only.

The centre registration will be renewed every year (first renewal due on 1st April 2019) by paying INR 2000 per centre only.
The initial registration for centres shall be valid from the date of center code generation up to 15thApril 2018. Thereafter it shall be only up to the end of financial year in which the centre is registered.

Online Application Process for SDTC’s: This stage involves the SDTC’s to apply online on the website (https://educator.calldoorstep.com) within the specified timelines as already elaborated by DSE. This aspect of the program focuses on locating appropriately located good institutions with proper infrastructure both physical and IT. The YUVA KAUSHAL PRASHIKSHAN PROGRAM (YKPP) will pick the best suited
institutions in a transparent mechanism within a time frame.

Registration of Students:

This stage involves the main stakeholder the youth who will be selected from the database of registered student beneficiaries from respective line departments and registration centres to be diverted to the portal https://educator.calldoorstep.com to fill online registration form for seeking admission to the KYYP course to be then diverted to the nearest block to their residence for joining and completing the end-to-end e-learning based curriculum in a given time frame of 240Hours or 10Weeks. The course details are as follows:

KYYP Course 1: English and Hindi Communication Skills (80 hrs)

KYYP Course 2: IT Literacy Skills (120 hrs, Hindi and English Medium)

KYYP Course 3: Soft Skills and Life Skills for Workplace Readiness (40 hrs, Hindi and English Medium)

PROGRAM ACTIVITIES:

Project Orientation and Project Management: The batch of the KYYP Project management team, will constitute of a two member team at each of the district to assist the Project Management Unit at HQ as the District Project Implementation Team (DPIT), headed by the Project Manager at Patna. The DPIT is made up of members with track records in organizational and projects management from professional organisations partnering in this project with DSE. With the DPIT in place, a Project Orientation and Management Meeting will be held to intimate all members of the project team with the content and expectations from the proposal and project.

Establishment of a Project Advisory Committee:To ensure that the project is implemented effectively and continues to enjoy the confidence and support of the communities and gatekeepers in the communities, a Project Advisory Committee (PAC) has been constituted. Community leaders, representatives of the youth and government officials make up as members of this committee. The Committee, is chaired by the Development Commissioner cum Chairman, Governing Council, DSE, who will meet quarterly with the District Project Implementation Team to discuss project activities, progress and/or difficulties encountered in the course of implementation and the way forward. The Project Advisory Committee is advisory and will not be directly involved in the day-to-day management of the project.
Advocacy and Sensitization with Stakeholders: Advocacy and sensitization meetings will be held with key influential’s and gatekeepers prior to project take-off with the intended audience, members of Advocacy and Community Mobilization Team will lead the Project Advocacy Initiative that will target required officials, traditional leaders, NGOs in the state as well as other youth oriented institutions to pull trainees.

Networking and Special Events:NGOs and CBOs working together on a number of social issues have helped to bring about major shifts in population and development issues. Youth Development Foundations, schools, ITI’s, college’s and other institutions will establish effective linkages with NGOs and facilitate with similar interventions around the state. Accordingly, the project will also seek to strengthen existing with other line departments and skill development Projects in running or those to be initiated. Those undergoing the training program will undertake special events as rallies, dances, singing and marching to demonstrate their abilities they develop at SDTC’s during the KYP to create awareness to the masses. Information leaflets will be distributed at such occasions.

THE COMMERCE BEHIND THE YKPP:

Calculation of Total Training Fee per candidate (Tentative) for the YKPP :
Training Fee: INR 10/- per candidate per hour
Total Duration: 240 hours
Total Fee per Student will be Rs.30.95 x 240 Hours = Rs.7428/-#
Total number of students/trainees in a batch will be 20/30/ as per the IT infrastructure at the SDTC
Total No. of Batch pr Quarter will be 4 and total Batches in a year will be 16.
DSE shall be making arrangements to support the SDTC’s with providing Students in batch size in accordance to the above pointer.
DSE will ensure quality and regularity of the course of YKPP at each SDTC

1. What is YUVA KAUSHAL PRASHIKSHAN PROGRAM?

YUVA KAUSHAL PRASHIKSHAN PROGRAM (YKPP) has been launched as a flagship programme of Door Step Education (DSE). Through this programme, DSE intends to enhance the employability of the youth.

Salient Features:

The course curriculum for YUVA KAUSHAL PRASHIKSHAN PROGRAM would include three components: Basic computer literacy, Life skills and Communications Skills (English & Hindi).

The training will be imparted through our empanelled Skill development Training centres (SDTC)

2. Who are the intended trainees / beneficiaries for YUVA KAUSHAL PRASHIKSHAN PROGRAM (YKPPP)?

• The YUVA KAUSHAL PRASHIKSHAN PROGRAM (YKPP) is targeted at all aspirants, who have passed 10th Class irrespective of their having attained higher education or their currently pursuing higher education.

3. How will the trainees / beneficiaries be registered for YKPP?

The trainees will be registered through:

Interested candidate will register themselves to our DSE portal and take admission online. After which the candidate can choose a Training center (TC) which will provide the candidate quality class room teaching of specified courses. Our Training Centers will be categorised on basis of rating which would be listed by the candidates which will ensure transparency of our system.

4. What are the courses covered under YKPP?

YKPP Course 1: English and Hindi Communication Skills (80 hrs)
This Course offers communication and language skills that include:

• Speaking, Listening, Understanding, Reading and Writing in English and Hindi
• Vocabulary, Sentence construction, Grammar, Pronunciation, Quality of communication (Fluency, Emphasis, Pace, Clarity, etc.), Voice (Intonation, Pitch, Modulation, etc.)
• Non Verbal Communication

YKPP Course 2: IT Literacy Skills (120 hrs, Hindi and English Medium)
This Course offers Information Technology (IT) Awareness, Literacy, Functionality and Smart Use of IT Tools.

YKPP Course 3: Soft Skills and Life Skills for Workplace Readiness (40 hrs, Hindi and English Medium) .

This Course offers Soft Skills and Life Skills required for:

• Being sensitive towards self, others and nature
• Understanding and managing self for raising personal competence

5. What are SDTCs for YKPP and how can interested organizations apply?

Skill Development Training Centres (SDTCs) for YKPP: SDTCs are Skill Development Training Centers for the YUVA KAUSHAL PRASHIKSHAN PROGRAM who have requisite infrastructure and shall empanel with DSE to offer Offline/ e-Learning to the youth under YKPP for the courses, train and certify them.

7. Is there any fee for registration as SDTC and how to pay?

At the time of application, the AO has to pay through online mode non-refundable INR 500 per centre as processing fee, INR 2000 per centre as centre registration fee and INR 1000 as course affiliation fee for YUVA KAUSHAL PRASHIKSHAN PROGRAM.

10. What is the Training Fee for different programs that SDTCs will get for implementing the YKPP and what are the payment terms (milestones)?

Calculation of Total Training Fee per candidate (Tentative) for the YKPP:

• Training Fee: INR 32.40/- per candidate per hour
• Total Duration: 240 hours

Release of Training Fee (Tentative) for the YUVA KAUSHAL PRASHIKSHAN PROGRAM:

• Concession if any on fees from centers.
• 30% of the training fee – On completion of 1/3rd of the duration of the course or 1 month whichever is later, for all the candidates with attendance equal to 1/3rd of the duration of the course.
• 30% of the training fee – On completion of 2/3rd of the duration of the course or 2 months whichever is later, for all the candidates with attendance equal to 2/3rd of the duration of the course.
• 40% of the training fee – Post final assessment and certification for all the passed and certified candidates.

11. What is the placement linkage for YUVA KAUSHAL PRASHIKSHAN PROGRAM?

There is no placement linkage in this programme. The SDTC operators do not have to provide placement to the trained candidates. However, the SDTC may explore linking the certified candidates to jobs as it shall increase the popularity of that SDTC and will help in mobilizing more candidates.

12. Can the SDTCs registered for YKPP run other courses under domain skilling also?

The SDTCs registered for YKPP shall primarily run YKPP course only. If they have extra space and infrastructure for other courses in the same premises, they can also independently get registered as SDTC for domain skilling courses.

13. Will those applicants get a chance again, who got initial registration but could not deposit money or those who deposited the registration fee by due date but could not complete the next steps in time?

No such applicants have to apply again when the next round of registration open.
